Many youth-based organizations have taken preventative measures to avoid situations in which sex abuse could occur, requiring youth workers to attend mandatory training sessions and submit to criminal background checks.
As a protective measure for both adults and youths, the Boy Scouts has turned such precautions into mandatory policies, said Jennifer Wright, marketing director for the Delmar chapter of the organization.
"No adult can be alone with boys."
Workers are cautioned to keep close tabs on their emotions. "Don't get caught up in the feeling that someone needs you or someone loves you."

The Nature and Scope of Sexual Abuse of Minors by Catholic Priests and Deacons in the United States,

The study of sexual abuse of minors by Catholic priests and deacons resulting in this report was authorized and paid for by the United States Conference of Catholic Bishops (USCCB) pursuant to the Charter for the Protection of Children and Young People (Charter) unanimously adopted by the USCCB at its June 2002 meeting. The Charter called for many responses to this victimization of minors within the Catholic Church.
Article 9 of the Charter provided for the creation of a lay body, the National Review Board, which was mandated (among other things) to commission a descriptive study of the nature and scope of the problem of child sexual abuse in the Catholic Church.
Accordingly, the Board approached John Jay College of Criminal Justice to conduct such a study. The College assembled an experienced team of researchers with expertise in the areas of forensic psychology, criminology, and human behavior, and, working with the Board, formulated a methodology to address the study mandate.
Data collection commenced in March 2003, and ended in February 2004. The information contained in this report is based upon surveys provided by 195 dioceses, representing 98% all diocesan priests in the United States, and 140 religious communities, representing approximately 60% of religious communities and 80% of all religious priests.
The mandate for the study was to:
1. Examine the number and nature of allegations of sexual abuse of minors under the age of 18 by Catholic priests between 1950 and 2002.
2. Collect information about the alleged abusers, including official status in the church, age, number of victims, responses by the church and legal authorities to the allegations of abuse, and other characteristics of the alleged abusers.
3. Collect information about the characteristics of the alleged victims, the nature of their relationship to the alleged abusers, the nature of the abuse, and the time frame within which the allegations are reported.
4. Accumulate information about the financial impact of the abuse on the Church.
Three surveys provide the data for this study.

A "lie-detector" test to help uncover false allegations of rape is being developed by the police and criminologists.
Between 10 and 41 per cent of allegations of rape are made up by the "victim", according to previous research. In the new test, a claimant's statement is analysed and points are given from a list of set clues - people who have made up a rape allegation get a low score, while genuine complaints get a high score.

This paper recognizes that all non-consensual, forced sexual contacts are inherently criminal, but it also asserts that all consensual contacts should be legal, not limited on a 'moral' basis by government. Furthermore, the 'moral' basis currently embraced by society has been shown to be more complicated than its proponents assume; sometimes their 'morality' is highly questionable.

Raunch or romance?
This article explores the relationship between the media and young people’s sexual health as articulated within public health policy in the United Kingdom. It argues that this relationship is largely framed by covert moralism and by a focus on media effect and exposure and sexual risk and harm. Through the presentation of preliminary findings from my own research, which is situated at the intersection between public health, and media and cultural studies, I argue that this framing may in fact constrict and even contain the sexual agency, health and sexual expression of young people. I suggest that this is incongruent with the World Health Organization working definition of sexual health and has implications for sex education, sex educators and practitioners and policy-makers. I conclude by suggesting that the relationship between sexualized culture and the sexual health of young people may be best understood in terms of competency and considered within a pleasure and rights based definition of sexual health.

The DSM’s diagnostic criteria and accompanying text for pedophilia have a profound influence on the accuracy of the professional literature and on the extent to which minor-attracted people (MAPs) are stigmatized by it, which in turn affects their willingness to seek mental health services. Intimacy can be desired or undesired. Everybody is aware of this. It has become increasingly clear how serious and long-lasting the effects of undesired intimacy can be. However besotted you may be with a child, that does not make the child your property. The child belongs to the child. But... maybe it is possible for you to have a close relationship with the child.
The Martijn Association advises all its members to observe the law and to act in accordance with the following guidelines. Exercise integrity in all situations involving children while respecting:

Christian belief about child sexuality and feminist ideations have more in common than is generally thought. Together they have negatively influenced the perception of child sexual abuse.
With the active collaboration of professionals and lay persons, undue alarm was created about the sexual morality of children being in great danger. This led to the exaggeration of child sexual abuse at the expense of other more frequently occurring, and also under-reported, other abuses of children.
It seemed to be the sexual moral nature of the abuse that attracted these protagonists, rather than a genuine concern about child protection. This surreptitious moral concern spilled over into other areas of child sexuality (such as "problematic sexual behaviors" and "child sexualization").
As outlined, the moral and ideological thrust of the child sexual abuse exaggeration has come at considerable cost, particularly to families and children. It is only balanced and rational research, and sober and objective professional analysis, that may turn the tide in the decades to come.

I don't recall his exact words but something to the effect "this just isn't right or this isn't normal". I was crushed. It (our friendship) seemed so normal and great to me that I didn't understand why he felt that way.
